Incubate is the annual celebration of independent culture in Tilburg, the Netherlands. Kommissar Hjuler is a sound recordist and visual artist from Flensburg, Germany. His style is derived from neo dada, fluxus and art brut. Many of his recordings are done with his wife and sons. Serving as a police officer in his community, he considers spare time, art and family inseparable involvements.
